I think the students who cover their smoke detectors should pay this fine. They should not be allowed to graduate or register for classes until the fine is paid. If they do it again, they should be fined again and asked to leave campus housing. If they wish to smoke, they should live off campus and support themselves independently. Let's just teach them responsibility, instead of allowing them to put others at risk and get away with it.
